Back in December 2017 I posted a link to a report by the Colegio de Ingenieros about the grim state of the Palo Seco generating plant. Basically useless and unrepairable, it said.

The link no longer works but I did find another, newer and more detailed report 98 pages done in 2021 for PREPA.

I've not read the whole thing yet but it seems even grimmer.
